Current & Proposed State of the Railway Lines Network in Slovenia

We have graphically mapped the current railway network in Slovenia. 1,207 kilometres of all railway lines, among them 333 kilometres of double-track lines and 874 kilometres of single-track lines. Why we need Alliance?

We need to upgrade existing railway infrastructure in Slovenia & re-open railway border crossings with our neighbours.

The Alliance of Cities, Municipalities, and the Economy from Slovenia and four neighbouring countries will achieve the upgrade and re-form of core and inter-regional (comprehensive) cross-border railway connections. That is why we have prepared three proposals of core- and eleven proposals of inter-regional railway corridors. This will ensure that Slovenia will join our neighbours in Croatia and Hungary to jointly upgrade the railway infrastructure with the European Union cohesion support. 
With the support of our existing and new members and partners—regions, cities, municipalities, and companies—we will hand over all core and inter-regional (comprehensive) corridor proposals to the responsible ministers from five included countries and to the European Commissioner for Transport.  The ceremonial handover of the aligned cross-border railway corridor proposals of our Alliance will take place at the Mobilitatis Omni 2021 Congress in early November.

Thus, in Slovenia, Croatia, and Hungary—all three countries still eligible for the EU cohesion support—, at the ministries responsible for the railway infrastructure, we will ensure the entry of the upgrade of the existing and re-establishment of the missing links of the cross-border railway infrastructure. Not only the core railway corridors but also the inter-regional railway corridors. Core and inter-regional (comprehensive) railway networks are co-funded by EU cohesion funds—channeled through the European Regional Development Fund (ERDF) and the Cohesion Fund (CF)—with up to 85 percent of the European Union co-investment.

Let’s finally round the railway network that the Austro-Hungarian Empire constructed in the 19th century. At the end of the Second World War German Army mined several critical points of this railway network. Austria . Even more importantly, authorities in former Yugoslavia disabled several railway border crossings during the times of the Cold War. In Slovenia alone, six out of nine railway cross-border crossings with Austria, Hungary, and Italy were closed and tracks of many core and regional railway tracks dismantled. Only three cross-border connections have been restored so far on this border of Slovenia with our three friendly neighbours. Additionally, our railway border crossings with Croatia are only rarely used for inter-regional railway transport. With the Alliance, we will advocate railway cross-border re-connections and border railway infrastructure upgrade according to the common European Union (EU) standards. That is why we have designed three core Trans-European Transport Network (TEN-T) corridor proposals and eleven inter-regional (comprehensive) TEN-T railway corridor propolsals.

    Background of the Alliance

    What are the plans for the Trans-European Transport Network?

    The Trans-European Transport Network (TEN-T) policy is implementing a Europe-wide network of railway lines, roads, inland waterways, maritime shipping routes, ports, airports, and railroad terminals. It has the ultimate objective to close gaps, remove bottlenecks and technical barriers, as well as to strengthen social, economic, and territorial cohesion in the European Union (EU).

    The objective of the TEN-T policy is improved use of infrastructure, the reduced environmental impact of transport, enhanced energy efficiency and increased safety. TEN-T is divided into two ‘layers’. The Core Network includes the most important connections, linking the most important nodes, and is to be completed by 2030. The Comprehensive Network covers all European regions and is to be completed by 2050.

    In the Mobilitatis Omni institute, we have identified all cross-border railway missing links and connections in Slovenia and its all neighbouring countries – Austria, Croatia, Hungary, and Italy. A recent report found out, cross-border missing links are “essential for the regional railway network and could have a significant European benefit, bringing border regions closer together and reducing regional disparities”.* 

    Additionally, as part of the Green Deal and in order to decarbonize transport, the European Commission plans to reduce transport emissions by 55 percent by 2030 and to 90 percent by 2050. In order to get there and achieve the Paris agreement standard, the EU provides funding for railway infrastructure also through EU Cohesion Policy. Co-finance rates are up to 85 percent. Funding is channeled through the European Regional Development Fund (ERDF) and the Cohesion Fund (CF).

    Lastly, not to forget, 2021 is the European Year of Rail. One more reason for your metropolitan region, city, and other municipalities to join the  Central European Alliance for Sustainable Mobility.
